Charter Schools Expert, RAND

This is for a Charter School Expert (3-year term) at RAND, headquartered
in Santa Monica, CA. RAND is searching for a Charter School Expert to work as
part of a major reform of Qatar's public education system. This position will be
based in Doha, Qatar.
The Government of Qatar has approved a reform plan to establish a new K-12 education system in Qatar. Please see the press release. The implementation of this reform follows extensive research to understand, document, and evaluate the current Qatari government education system and propose systemic reform. There are now two new permanent organizations, the Education and Evaluation Institutes, providing the infrastructure necessary to support new schools.
The Education Institute's mission is to undertake the chartering of new schools and provide these schools with the necessary resources to successfully educate students. In its role, the Education Institute supervises and monitors several essential parts of a new school system designed to foster innovation in and accountability of schools. The Chartering Office is located in the Education Institute.
The Chartering Office's Mission is to develop and support diverse, high quality new schools. It will accomplish this mission through four objectives: 1) ensuring that several new schools open each year; 2) providing these schools with authority and autonomy; 3) providing support to these schools to ensure that they are successful; and 4) holding the new schools accountable to their charter.
Specific Duties and Responsibilities: The Charter School Expert will conduct research in the Chartering Office that will support the tasks that that office must carry out. The Expert will report to the RAND Principal Investigator directing the reform implementation. The tasks listed below will be carried out in conjunction with RAND research staff.
• Translate RAND research on charter school applications, service provision, and guidelines into specific policies and procedures
• Assist in development of strategies for recruiting charter school operators
• Assist in the monitoring of the progress of the chartering plan for opening new schools in Fall 2004
• Assist in the evaluation of charter applications
• Assist in determining the nature and amount of technical support each chartered school requires in its start-up and initial operation period and recommend mechanisms for provision of said support
• Assist in implementing a monitoring system for each charter school: evaluating products, outputs, and outcomes in relation to the terms of the charter grant
• Recommend decisions concerning the continuation or termination of the charter to the Education Institute
Educational requirements: Bachelor's Degree required. Advanced Degree(s) preferred (Master's, Doctorate, or Professional) in education, public policy, or social science.
Specific technical skills required: The successful candidate must work well with both the RAND team and with the Qatari partners. Strong oral and written communication skills are required. In addition, demonstrated strong research and analytical skills are preferred.
Related experience required: 5-10 years
Type of experience required/preferred: Candidates should be familiar with trends in education reform efforts and experiences, including decentralization and privatization. Experience working in or with charter or contract schools is essential. Knowledge and understanding of international education sector policies and reforms is highly desirable. Individuals with experience working on international projects related to education or other human capital issues are strongly encouraged to apply. In addition, candidates with Arabic language skills are preferred.
